Kelly said the reason why Austria got unoccupied by the Allies and the Soviets so quickly after WWII was because they played their "We're just poor, innocent victims of the Nazis" card and because they agreed to requests, like the one that said they had to leave up this Russian war memorial in perpetuity and care for its upkeep. So far Austria has kept its end of the bargain, and Russia has yet to reinvade.
